Combine flour, ground hazelnuts, brown sugar, a pinch of salt, cinnamon and ginger.
Add in diced room temperature butter and with your fingers combine until fully incorporated.
Add in honey and milk, then knead until fully combined.
Wrap the dough in plastic foil and refrigerate for 30 minutes.
Roll out the dough between two baking papers, cut into desired shapes, cut holes in half of them and spread over a lined baking sheet.
Place in the refrigerator for another 30 minutes, then bake in a preheated oven at 180°C/356°F for 10 minutes. Let them to cool down.
Melt dark chocolate with oil, then dip the biscuits with holes into the chocolate, sprinkle chopped hazelnuts over them and refrigerate for 30 minutes.
On each one of the whole biscuits put a teaspoon of hazelnut spread and press the biscuits with chocolate on top.
